For one thing, when this reservation issue originates with Arjun Singh single-handedly, as we are informed, with his cabinet colleagues even going against the decision, I am of the opinion that Arjun Singh must resign forthwith or he has to be sacked out-right. The Congress High Command is playing a game here as it has done always. I assert that RESERVATIONs are a must as long as we recognize castes, specially when people identified with lowly castes who are economically at ground level if not below. And it does not mean that lower caste people are born brainless. Brains are a gift of the Providence, call it God if you must. If our politicians who frame laws and policies for this future SUPER POWER (India), they must follow a smart, forward looking RESERVATION POLICY, put in place for a period of time (say 10 to 15 years) and seen to it that this policy is implemented in toto and never diluted, so that it runs it course as intended. After that, throw it out of the window or better bury it along with the castes. (This process should have been followed from the start i.e from 1947 when the founding fathers of the Indian Constitution gave just 10 years to eradicate castes in the New Indian Republic. Without spelling out the course that this would be Reservation Policy should take, what I have said above will not make sense. Therefore, here it is for what it is worth. 1. Heavily subsidize education at primary and secondary levels for the economically lower strata of the populace or lower caste people. 2. The education level must be 'First Class' and 'Universal' (upgraded every few years) i.e there should be no difference in the educational level between students from the Northern tip and Southern tip of India. If this cannot be executed, then the Republic should be disbandoned and States should be given autonomy. 3. This level of education should be preferably exam-less. But if this is not feasible, then at least the examination levels must be the same for everyone everywhere. 4. Intelligent brains among the lower caste should be scouted and rendered maximum cost free facilities to get into Higher Secondary levels and College levels with possible expert guidance to chanelize them in the proper streams. (Excellent Aptitude Testing) 4. Entrance exams for Higher Education and/or Professional Institutions such as IIMs IITs , Medicine etc. should be at no nonsense one level with absolute safeguards to make these tests fraud free, with life imprisonment or even death sentence for leaking out test papers etc. (A system has to be devised where the person answering the test should be absolutely shielded from the examinors/selectors w.r.t. caste, religion, sex etc. 5. In this case the passing out spectrum from these entrance exams will be colourful. The classified caste-pass outs should all be accomodated first before filling out the remaining seats with general class. Absolute justice will have been done to the economically backward classes/castes and there should be no problems as long as the system is maintained, as the nation will turn out Doctors who do not build morgues instead of hospitals, Civil Engineers who do not build bridges which collapse and the so called IIT graduates do not mess up the long existing successful city drainage systems to prove their capability. However, to run this system, there is only one requirement. And that is to have political leaders who know what is SELF-SACRIFICE, LOW ON AMBITION and who are born with GUTS of STEEL. Sad to say that the present two top leaders of our nation, Dr. Manmohan Singh, our Prime Minister, and Dr. Abdul Kalam, our President, do not qualify. Both would more than qualify w.r.t. the first criterion or even the second. But both will be found miserably wanting in the third. This is amply apparent from what is happening in our education system at large and this outburst of THE RESERVATION ISSUE vis a vis Arjun Singh. It does not pay for a nation such as ours to have lollypops at the top.
