You've raised exactly the points that need to be
discussed in context with this issue.

There are many countries that encourage immigration.
Canada, the Gulf countries, the EU (in part) and even
the US and Australia in the 70s and 80s. This is
because they need the actual numbers to make up the
workforce.

The hordes of labourers, from South East Asia are
each and all "guest-workers" as in Germany in the
fifties-sixties and just that.
