Yes Macau has this rule for so many years. Government employees cannot visit 
the casinos if they are caught by the cameras they will lose their jobs.

My wife works in the Government. They are only allowed during the chinese 
new year. That day
we really go out to the casino and have a good time. I being in Macau have 
not visited the casino in two years even though I'm eligible any time.
