[Goanet] Why stray dogs always will be a problem in Goa !!

The problem of stray dogs can be minimised if there is the same system of 
registering pets, and culling those who do not have a proper owner. I do 
believe that this system exists in most countries in the world. And it was 
in place in India prior to the law that came to being about ten years ago.
