The problems with this option are that the charter flights are seasonal and they do not follow the relatively generous baggage allowances for flights that originate from the US.
Another option would be to fly direct from Chicago to Delhi followed by a flight from Delhi to Goa. However I believe all flights to Goa from Delhi are not direct.
