estate conversions there. The laws allow for constructions to go up on
the landward side of a road. So building a new road close to the coast
allows for huge new real estate projects. Take the case of

Hi,
I think both of you have hit the nail on its head.I last few years if you
look at the projects proposed and finished in Goa have been done with single
point agenda of making money.Ok lets first disuss about the expressway proposal.
1. Does Goa need a expressway?
Before answeringing that let us know aht is an expressway. An expressway in
simple terms is an 'access controlled ' highway for high speed moving traffic.
Now does Goa need one North-Soth Expressway.
Yes, as it will improve the traffic movement from point to point i.e if you
are travelling from Canacona to Margao , you can reach in say 30 minutes with
good designed expressway.If for not now we would need one in next 15 years and
the vehicles would increase manifold.But as said earlier it is an point to
point corridor and hence there should not be any access in 20-25km to each
other. ie. simply if there is an access at Cuncolim there should not be an
acess at Balli.That simple means in 105Km strechw would ideally have 4-5 access
points. No looking at ribbon development in Goa would it be beneficial to a
large population? I have my doubts.
No. as the alignment would almost be identical to the existing NH-17(
Gonetters with google earth should check it). As Mr.Gulmernye (hope I got it
right) correctly points out major deviation would affect environment severly.
If you could remember, there was a similar project announced by Keral
Government called Kerala High Speed Corridor (KHSC) similarly running on
embankments for most of its length from north to south of Kerala which was
opposed by the local population for environmental and severnce issues in the
villages.So the expressway proposed in Goa would have similar impacts. First a
large part of it need to be on embankments to maintain certain speed( ideally
12kmph fro expressways). If it is passing through village there would be
several cases of severences where a part of village or propert would be cut off
from the other part. Visually it would be disastrous.Anyway this kind of
expressway would need large investment in the tune of 2000-2200 crores.Even if
Goa governmet is able to raise it from World bank/ADB/JICA loans the proposed
expressway would be need to be tolled for recovery.Even if it is annunity based
how would the government pay this debt.As far as I know( we had conducted an
survey for willingness to pay (WTP) fro NH 4A from Panaji to Belagaum and most
of the population/drivers survyed had shown unwilliness to pay any tax)when you
option of NH17 would people take a tolled road for commuting.Local buses as
experiance tells me are most unwilling and would not ply on the expressway. Two
wheeler would be banned due to speed considerations.So only car traffic and
goods traffic is likely to move on it. Now most of the goods traffic from
mangalore to Mumbai has shifted to Konkan rail and would likely to shift( in
cas of mangalore becoming ONGCs hub then it would profit mostly the goods
traffic but its just a senario considering the politics invloved). so we can
say that goods traffic would be moderate and then the
recovery period might be about 40-50 years.So financial feasibilty wise it
would be worst decision.
2. Is the project viable?
Environmentally there would be lot of problems( i wonder how come no
'environmentalist' from Goa has not written about it). First as given earlier
certain gardient needs to be maintained and hence embankments would be required
as in the case of Konkan railway.So lots of small hillocks will be flattened to
fulfill this requirement. It would impact cross drainge, Khazan lands( which
the environmentalis love so much- as seen in case of opposition to Kokan
railway) , vegetation and forest areas.
Land aquistion is the most difficult task in any highway project and these
kind of projects most of the time run into troubles.It would take almost 3-4
years for the completion of land aquistion process as the expressway alignment
is most likely to pass through virgin land, villages, forest areas, commercial
areas. the basic principles follwoed in design in minimising the length so as
to controll the cost as the cost would escalate if you have to take major
detours ( increasing the length), protect settlements, cultural hertage
properties( as passing through them and the compensation pakages would
increase the project construction phase , increasing the costs as most of the
aquistion in built-up area run in litigations).
