You ask a very important question. When we launched WGD in 2000, I had written 
provisionally
suggested that the date should be Jan 1 of every year to signify a new 
beginning. The eventual
August date is a good one, given that the language is in disrepair in the 
diaspora and at least
one script (Romi) in neglect in Goa (aided by part of the Goa church). 

Unfortunately, the very day in August what WGD is set on, has ignored one of 
its primary basis.
But I must stress this is not the fault of any one individual but a collective 
failure as you
suggest. This year, I was surprized (but perhaps should not be) with an 
opportunity to get Romi
script some status, the worldwide expat Goan community has gone to sleep. This 
is what it often
does, but wakes up to make empty messages about unity, togetherness, blah, 
blah, blah....and then
break out in song, dance and picnic till next year rolls along. I think Goans 
in the Gulf have
been the exception among NRGs and are working hard to preserve and promote the 
language and the
Romi script. They are the true celebrants of WGD even if they do not splash 
what they do all over
cyberspace.
