Goa, like other parts of India, is currently implementing the Right to Information Act. This is a useful law, though its actual implementation would depend on the spirit with which both officials and the citizens respond to it. A very powerful section of the Act is Chapter II, 4. Those of us who are interested in seeing transparency in governance in Goa could perhaps start by approaching the various departments and ask them if they have done their duty as required by this section of the law (copied below). If this itself is made available, it would be a huge step forward in helping the citizen to understand how the government works.
