You are entitled to your views.
That piece was the first in a series of four to portray the state of Goa's
bureaucracy, NOT only on Sanjith.
Talking of the particular instance, you may feel that Sanjith was right in his
view about the differential in the Sanad fees. Anybody who knows anything
about government rules will know that it was plainly wrong. As did two senior
IAS officials, the Secretaries for Law and Revenue, who gave their opinion.
That's the reason Government refunded the money.
Those facts are verifiable, they are on record.
On your last two Paras, I admit I might have erred, that I might have been
unfair. Not sure.
