GOACAN demands withdrawal of Regional Plan,
launches Civic Rights Campaign

The Goa Civic and Consumer Action Network (GOACAN) today launched
its campaign on Civic Rights by holding a Protest Action in Margao City to
highlight the people's Right to Consultation as guaranteed in the 73rd & 74th
Amendment to the Constitution of India and the Right of people to say "NO"
to mega projects which are detrimental to the Environment, Ecology and Identity
of Goa and Goans.
Consumer Forum activists armed with placards and shouting slogans called for
the withdrawal of the Final Regional Plan for Goa 2011 which seeks
topermanently
change the face of Goa by converting large tracts of forest, orchard and
agricultural
land into settlement areas for the purpose of new Townships, luxury
condominiums,
5 star hotels, IT parks, Golf courses and Special Economic Zones (SEZs).
The activists hailing from various villages of South Goa decided to launch a
concerted campaign to guarantee peoples Right to Information and Consultation
at the local level through the village Gram Sabhas and have expressed their
strong
condemnation of the attempts by the State Government and Central Agencies to
bull doze public opinion.
The inaction of the Goa Govt. in protecting the Water Resources of Goa and
allowing plans for the proposed dam construction on the Mhadei River in
Karnataka,
the approval of untested technologies and unnecessary massive expenditure for
garbage management projects and the frenzied action to push through the 6 lane
Expressway came in for severe criticism at the GOACAN protest.
The GOACAN action also condemned the direct assaults on the environment
through increased hill cutting, indiscriminate felling of trees, pollution
caused by
units in the Industrial Estates and illegal scrap yards due to the inaction of
the
Town and Country Planning Dept., the poor performance of the Forest Dept.
and lack of monitoring by the Goa State Pollution Control Board and the Dept.
for Science & Environment.
Various speakers at the protest action were of the firm view that the Civic
Rights
movement in Goa needs to be vigorously pursued during the run up to the Village
Panchayat and Legislative Assembly Elections by evolving a grassroots People's
Manifesto.
GOACAN resolved to extend support to the ongoing people's struggle against
the proposed Shipyard at Chicalim, the demand to protect Goa University land
from being usurped for IT Habitat and Convention Centre at Dona Paula and the
campaign to preserve the heritage of St. Estevam and Cabo de Rama Forts.
Meanwhile GOACAN has initiated a citizen's petition to Mr. S.C. Jamir,
Governor of Goa and to Mr. J.P. Singh, the Chief Secretary on the issues
covered in the protest.
