This need not always be the case.I was surprised to learn that Finland was a poor country till 60-80 years ago, and Sweden till a little while earlier! (Someone correct me with details.) If people like Viv use their tech skills to mentor five young men/women in the village, and open wider avenues (not just migration... maybe migration too, but in a way that keeps Goa and their folks back home in mind... and I don't mean just dollar remittances), we could be working to a very different place. We're already seeing some changes come about in South India. The North is a different story ... if one is permitted the luxury of generalising.
