Karwar: Goa's 13th taluka?
-------------------------------------
by Chaitanya Joshi
Imagine a situation where Goa has 13 talukas, hydroelectric
and nuclear power projects, two major ports and an added coastline.
This is not wishful thinking or an academic debate, but a social
movement in operation for nearly 15 years.
Inspired by Goa's pace of social and economic progress, a growing
number of Konkani lovers in Karwar and Joida talukas of Karnataka
have intensified demands to include the two talukas in neighbouring Goa.
Konkani speaking people of these two talukas form the majority linguistic
group in the area, with over 60 percent of the population affirming
Konkani as their mother tongue. This group has traditionally been
opposed to Karnataka. Earlier members of the Maharashtra Ekikaran
Samiti (MES), the Konkani lovers in Karwar had supported the merger
of Karwar, Joida and Haliyal with Maharashtra. Now, they have dumped
Marathi and the MES, as this would be unrealistic and would not promote
the growth of Konkani culture in Karwar and Joida.
Since Goa attained Statehood, Konkani lovers of Karwar have demanded
merger with Goa, citing linguistic, cultural, political, social and economic
development of their region, besides being fed-up with Karnataka for ignoring
development in Karwar.
In 1992, Konkani lovers in this region formed 'Samyukth Gomantak Manch'
and have since then, sent various representations to the president, prime
minister and chief minister of Goa, seeking merger with Goa.
To give a stronger fillip to the movement, Konkani lovers of Karwar and Joida
met at the Konkan Maratha Bhavan at Sadashivgad on September 1 and
formed the Goa Konkani Rajya Ekikaran Manch (GKREM). "Our campaign
has begun since 1992, when Konkani language got recognition in the 8th
Schedule," said GKREM Convenor Asha Palankar. "This is the right time
to renew our demands, since the Karnataka-Maharashtra border dispute
is in the Supreme Court."
Palankar pointed out that the Mahajan report - which was accepted by
Karnataka but rejected by Maharashtra - stated that Karwar and Joida
are Konkani speaking regions and do not have any affiliation to Marathi.
Palankar has insisted that the merger of Karwar and Joida with Goa
would boost all round development of the region, besides being a win-win
situation for both Goa as well as Karwar and Joida.
Other Konkani protagonists also claim that Karwar has enjoyed close
kinship and religious links with Goa down the ages. Kuladevatas
(family God) of the people in Karwar and Joida can be located in the
various parts of Goa.
