REGIONAL PLAN FOR GOA 2011.
SURFACE UTILISATION PLAN.
I am sure most of our expatriate Goans are aware of the REGIONAL PLAN 2011
formulated by Goa Government under the Town and Country Planning Department
headed by Minister Monsurate. According to this PLAN when it is implemented
most of our hills, mountainous areas and forests will disappear and in their
places settlements will appear. In these settlements non-Goans will settle
and big builders from Bombay, Delhi, Calcutta and other places will purchase
these hilly places to build big resorts, gambling dens and brothels and
finally they will convert Goa into a big brothel of course to the
disappointment of true Goans. During the annexation of Goa by Bharati Fouz
in December 1961, some of the elders in Goa remarked that Nehrus Congress
one day will convert Goa into a big brothel. It looks their prophecies will
come to reality. Even Portugal wanted to convert Goa into a pleasure colony
but they were exited from Goa before their plan was implemented. Hence I
can now rightly say that where European Portuguese failed Indian Portuguese
succeeded? Or will succeed? Only the true Goans can give a fitting reply to
this question. The local politicians including all the Congressmen and BJP
men including Parrikar will have their connivance in this plot to
destabilize Goa and to deGoanise Goa. Recently in Sinquerimg Bardez Goa,
next to Taj Hotel, one scenic hill top was purchased by Sun and Sand
company owned by Advanis. Thru one local politician this purchase was done.
Without waiting further with the help of available defective clearances
the Advanis who are all out to finish Goa from Goans thru the assistance of
Goan politicians started cutting the purchased hill area to build
settlement. Immediately the locals who are few in number sensed the tricks
of Advanis and made a hue and cry. They got the support from Calangute
Village committee known as Calangute Citizens Committee whose General
Secretary Anthony Francis Desouza with his skill and influence in the
locality brought heavy pressure on the authorities concerned, brought the
Chief Secretary from Panjim on to the site and finally on the spot the Chief
Secretary stopped the hill cutting activities thus putting an end to this
nefarious plot of Advanis.
Anthony Francis Desouza is currently in Kuwait on private visit and taking
advantage of this visit he is meeting some of the citizens from Calangute
village to tell them to be alert and assertive of their rights which Goa
Government is all out to trample under its feet. Under this PLAN, if it is
implemented, Calangute Hill - top near Bom Viagem Convent will be slained
and in its place new settlements will come. Similarly, Baga Hill will be
cut and turned into new settlements and in these settlements only the
non-Goans will settle. It will be like Israeli Jews demolishing Palestinian
Areas to build new settlements for fresh influx of Jews from outside
Palestine and thus Judei-ise Arab Palestine. Similarly in these settlements
in Goa, Goa will be non-Goanised with the influx of non-Goans who will be
settled down in these settlements. Parrikar is boasting of big achievement
but he is also hand in gloves with the top builders from Delhi and other
parts of India. And to please his big bosses in Delhi Parrikar will say go
to hell with Goan interest. Congress in Goa under Rane is doing the same
thing. They want to satisfy their bosses in Delhi who are least bothered in
Goas interest. The High Commands in Delhi are much responsible for Goa's
disaster.
Recently in Calangute constituency one big and precious hill - top was
purchased by a big Delhi based builder of course with the assistance of ex
MLA/Minister amounting to over 400 crores of rupees. Now this builder is
pushing forward the implementation of this PLAN thru his political clout in
Delhi to influence Goa Government to pass this PLAN because once this PLAN
is passed then the builder will build settlements and resorts which will not
help Goans in any way. As it is, in Reis Magos, the Navy Centre is creating
nuisance for the locals exactly the way Portuguese Pakles used to do for the
locals in Sinquerim and Candolim. Anthony Francis message to expatriate
Goans is to remain alert and be aware of what is happening to their places
in Goa. Anthony Francis said NRI Goans must write to Country and Town
Planning Department in Goa to stop implementation of this REGIONAL PLAN
2011. Calangute Village Panchayat Sarpanch and Calangute constituency MLA
though support Calangute Village Committee in its drive to stop
implementation of this PLAN and its opposition to the application to the
hills cutting in Calangute yet the voices of Sarpanch and Congress MLA are
not as audible as it should be. Both are aspiring for the Congress Tickets
in Calangute constituency and both cannot afford to antagonize the Congress
in Goa and Congress in Delhi that support REGIONAL PLAN 2011. This Plan on
the demand of the Goan citizens was put before the public and debated and
opposed by the Goans but the suggestions of Goans were ignored by the Goa
Government who cares nothing for the interest of Goans. Anthony Francis said
their committee has already started a signature campaign in their locality
to send to Town and Country Planning Ministry to show their opposition to
REGIONAL PLAN 2011. If it does not work then they will approach the High
Court and finally to the Supreme Court. Local MLA and Calangute Sarpanch
assured all help silently and legal support by the latter, as per
information received in Kuwait. The local Church in Calangute has already
assured full support for Calangute Citizens Committee in its drive to oppose
this REGIONAL PLAN in Calangute. Calangute Village Gram Sabah has also
agreed to give total support for Calangute Citizens Committee as disclosed
by Anthony Francis who said that he received very positive hearing from some
of the Calangutkars he met in Kuwait. Further he said, his mission is to
inform the Calangutkars of the devilish plans of Goa Government to finish
Goa step by step and went ahead saying - what is left now of Goa in Goa?
Coastal belt is totally turned into a concrete jungle due to the lop sided
policy of the Goa Government. The water resources of Goa due to faulty
sewage system is already polluted. In fact there is no sewage system in Goa.
There was a time when our elders used to say that Goan well water is a
vokti udok (Goan well water having medicinal power). But that medicinal
power is gone and in its place now poisonous power is come for Goan well
water. And when our hills are cut then Goa will be finished which should be
avoided by all true lovers of Goa. It is a time now for all Goans spread all
over Goa to think good of Goa because Gan politicians mainly of Congress
Party are all out to finish Goa as Goa that we know as Goa.
