About  'Global Goans Convention' 


Dear all,

After going through various feedbacks (mostly negative) on the subject...

I personally feel that this convention (First of its kind) headed by Goan Shri 
Eduardo Faleiro
(Commissioner of NRI Affairs) will be different to the ones which had earlier 
(outside Goa).

It also appears, that this convention exclusively for Goan Origin NRIs.

Past conventions may have not yielded much or were not up to our expectations 
etc.

I still feel, this one will be different and that we should give it a try.

One has opportunity to talk to/ interact with Faleiro, CM Rane, Gov. Jamir etc 
etc (see below
message quoted)

I feel this is a good opportunity not to be missed.

I am sure one can even discuss about the controversial REGIONAL PLAN 2011.

Remember, it's all about Goa.

Also, Jan. first week being part of  peak holiday season, one may find 
difficulties to find
Hotels etc also those coming from far away south Goa or North Goa may wish to 
book
accommodation for 2/3 nights, for a cheaper (or free accommodation 
-Accommodation only,
Courtesy, JoeGoaUk -not with JoeGoaUk-for up to 3 individuals or 3 couples or 6 
individuals
who don't mind sharing 2 per room) may also mail me.

Others, who may have something to discuss or put forward during the convention 
(like problems
they faced whilst in Goa or any suggestions you may have), may please forward 
it to this open
forum or privately.

Remember, if this convention proved to be successful, we may even have such 
every year.  

Finally, just think about the Keralites, how they come together unitedly.
There they even proposed NRI city, NRI Airlines (keralairways?) etc etc.

     The Global Goans Convention will be held at Panaji, from January3- 5, 
2007. It will bring
together policy makers, academicians and our emigrants in different parts of 
the world. You
are requested to attend the convention and also to motivate other Goans and 
persons of Goan
origin to attend this important event . The Convention will be held at Cidade 
de Goa, Dona
Paula. The registration fees are Rupees 1000/- or Dollars 20 for registration 
upto November
30, 2006. Thereafter it would be Rs. 1250/- and $ 25 respectively. The mode of 
payment is
either by Cheque, Demand Draft or Swift Transfer. The details of mode of 
payment are available
on our website www.globalgoans.org.in. The registered delegate would be 
entitled to a variety
of programs including a cultural program at Raj Bhavan. The Delegates fee will 
include a
basketful of gifts along with working lunches and Dinner. In the Convention 
there will be
interactive meetings with the Chief Minister and other Ministers. Any questions 
that you may

STATEMENT BY SHRI EDUARDO FALEIRO, COMMISSIONER FOR NRI AFFAIRS AT HIS PRESS 
BRIEFING ON
NOVEMBER 22, 2006 
 

As a result of my meetings at the Ministry of Overseas Indian Affairs and at 
the Ministry of
External Affairs in New Delhi, the Regional Passport Officer, Goa, has been 
authorized to
perform the functions of the Protector of Emigrants for granting Emigration 
Check Required
Suspension (ECRS) to those traveling abroad on visit visas. In addition, six 
categories of
workers will be granted Emigration Check Not Required (ECNR) by the Regional 
Passport Officer,
Goa. This facility will benefit greatly all those categories of persons who so 
far had to
approach the Protector of Emigrants at Mumbai and had to incur substantial 
expenses and a
great inconvenience in the process .The six categories are: (i) supervisors 
(ii) skilled
workers (iii) unskilled workers (iv) drivers (v) clerical workers including 
stenographers,
storekeepers, timekeepers, typist and (vi) cooks, except those on domestic 
employment. I am
discussing this matter further with the Ministry of Overseas Indian Affairs so 
that domestic
servants may also obtain emigration clearance in Goa itself.
               • I received yesterday a letter from Ambassador Sarita Bali, 
joint secretary in
the Ministry of External Affairs and in charge of the Special Kuwait Cell, 
informing me that
“75 cases of untraced claimants located by Goa Government have been found valid 
by us. I
personally ensured that special arrangements were made and these have reached 
UNCC before the
deadline of 30th September 2006. The UNCC has accepted these cases and the 
process of payments
will commence shortly”. I am glad that these 75 goans will now receive amounts 
ranging from
Rs.2 lakh to 50 lakh sanctioned to them by the United Nations Claims 
Commission, amounts which
they would have forfeited but for our intervention. 
               • We have been receiving representations from NRGs particularly 
those in the
Gulf countries for reservation of seats for their children in our Medical and 
Dental Colleges.
The State Government has now agreed to create 10 additional seats in the Goa 
Medical College
and 5 seats in the Dental College on supernumerary basis, over and above the 
present intake
for the benefit of children of non-resident Goans beginning in the academic 
year 2007-2008.
This allocation will not affect the students from the general category nor the 
various
reserved categories including SC/STs and OBCs and their existing allocation of 
seats will
remain undisturbed. The matter has been taken up with the government of India 
for their
approval of the supernumerary seats. We have also urged that fees charged for 
these seats for
NRG students should not be exorbitant and should be broadly in line with those 
charged from
local students. 
               • Sometimes, during their absence abroad, NRGs find that their 
property has
been encroached upon. However, when they seek eviction of the trespasser, in 
view of the
inordinate delays of our judicial and quasi judicial proceedings, they are 
faced with the
painful option of either prosecuting the case in Goa and loosing their job 
abroad or to forget
about their property here altogether. In view of this predicament, we have 
recommended to the
Government that the relevant laws be amended to provide for summary trial in 
such cases. Such
amendments, for the benefit of NRIs, have been upheld by the Supreme Court 
regarding some
other States. The amendments to our existing legislation are being formulated..
               • The Global Goans Convention will be held in Panaji on January 
3-5, 2007. It
is open to non-resident Goans, persons of Goan origin, former NRGs and others 
concerned with
NRI affairs. The Convention will be inaugurated by the Chief Minister and 
several of our
Ambassadors will address the Convention. The Governor of Goa will deliver the 
valedictory
address and present the Global Goan Awards to a few eminent Goans who have 
distinguished
themselves abroad. The programme will include structured meetings and 
interaction with our
Chief Minister and Ministers apart from lunches, dinners and cultural 
programmes. The
membership fee for the 3 day event is Rs1000/- (Rs500/- for students) for those 
who register
on or before November 30. It will be Rs1250/- (Rs625/- for students) for those 
who register
thereafter. .
               • We have received several letters of congratulations and 
messages of
appreciation from NRGs across the world regarding our website 
www.globalgoans.org.in. We would
like every Goan wherever he or she may be including those in Goa, to make
www.globalgoans.org.in their homepage. The website will be useful to every 
goan. Make
