This is unbelievable, especially in a coastal state like goa. Moreover, 
cause I work in a beach resort in the gulf and both our life guards are 
goan.  Mr. Bosco is absolutely right with his suggestions in points 1 & 2 
below; any strong swimmers can be selected as per the required number and 
can be trained and assessed whether they meet the standards and a final 
selection can be done.

  Also, have checked with our life guard as to where he took the training, 
and he said he was certified from Navi Mumbai and the Captain of Ports in 
Panjim.
