These SEZs are in many ways even more dangerous than the Regional Plan.
Even if the Regional Plan is withdrawn, it is unlikely that that will
automatically put an end to the SEZ proposal. There is a central
enabling legislation that declares SEZs to be 'foreign territory' on
Indian soil, which means that the law there will be suited to the
interests of global corporate capital. And the losers will be the
workers and masses, as the history of such ideas shows.

Nitin Kunkloikar of GCCI defended the Regional Plan yesterday. Corporate
capital will try everything it can to achieve its objectives -- the only
way to resist is if there is a united opposition from Goans of all
classes and communities against Regional Plan, SEZ, expressway and
what-have-you. The battle lines are clearly drawn -- it is transnational
capital and its local allies against the rest. Take your pick.
