SEZs v/s RP2011

Lot has been talked about RP2011 (Regional Plan 2011)..

What about SEZs (Special Economic Zones) ?
Do we need these zones ?
If answer is yes, then we would require RP2011 too. Perhaps, with modifications
but it cannot
be scraped all together as we would need more land for both industrial and
settlement
purposes.

There are about 8 big projects proposed under SEZs some are already approved
and some are
waiting for approval. The total area putting all 8 SEZs together is about 450
hectares (1
Hectare =10,000 sq.mtrs ?)

OK, next thing is the new employment that it would generate if all the
proposed projects
come up. It is estimated that about 3,25,000 jobs would be created.

If that is so, only up to Max 1,25, 000 jobs may go to Goans, if jobs are
offered to Goans
first and also if Goans in Goa are willing to take all the jobs (which is very
unlikely).
Now, there will be still 2,00,000+ jobs left, for this, one can only see one
option, hire
from outside Goa i.e. about 5,00,000 more added to Goa’s population (i.e.
2,00,000+ 3,00,000
being their families, av. being 3 per family).
Now, where these extra 5,00,000+ population going to live in Goa ? Do we have
enough land area
in settlement zones or we will have to convert non-settlement zones into
settlement zones ?

It is obvious that Goa needs more to be added to the existing settlement zones.

Now, the important question is ‘Do we really need these SEZs’?

I see that about 5-6 thousand people attended RP011 rally at Azad Maidan on
Dec.18, 2006.
Is this enough ? (which is equal to less than 0.5% of Goa’s population)

IFFI inaugural day alone there were about 5,500 people (delegates + people
outside the stage
at around 8pm).
Ok, how many of those attended at Azad Maidan knew why there were there ?
Ask few older ladies ‘Do you know why you are here ? and the answer would be
‘AMI ZANNAI-IM?
AMKAM APOILEAM ANI AMI EILIAIM FUNKEA BOSIN’ (What we know? We came because we
are invited
with free transport).
How many of those attended must have come just for Remo or Hema ?
Imagine, if there was no free transport, no Remo Fernandes no Hema Sardesai..

Ok, going back to SEZs..
With SEZs, what it could also mean after year 2011?
-Goa’ population likely about 17.lacs (it was 13.4 Lacs in 2001)
- Of which Goans would be about 55% (now about 67%)
- Of which Christians would be 20% (now about 33%)
- Most Panchayats/Municipality will have at least one non-Goan panch/councilor
- There will be at least one non-Goan in Goa Assembly.

Foll. Stats may also interest you..
Goa’s Population

1940 about 5.4 lacs 7% rise (in 10 years)
1950 about 5.5. lacs 1.5% rise
1960 about 6 lacs 8% rise
1971 about 8 (lacs) i.e. about 35% increase (that’s after Goa Liberation)
1981 10 i.e. 26% rise
1991 11.5 i.e. 16% rise
2001 13.5 i.e. 15% rise
2006 15 (estimated)
2011 17 lacs (Estimated, about 25% rise from 2001)
2021 23 lacs (Estimated, including the SEZ influx)
At this time Goans would be just 45% (Christians being only about 10-12%)

It seems some hills are already converted into settlement zones or
How come some building already seen on Betim hills (see Pic), is the hill now

Environment protection Acts like CRZ or HTL (High Tide Line) was not existed
then ? Goa
Marriott is only about 6 years old.

The Act:
As per the Environment Protection Act, 1986 a notification was issued in
February 1991, for
regulation of activities in the coastal area by the Ministry of Environment and
Forests
(MoEF). As per the notification, the coastal land up to 500m from the High Tide
Line (HTL) and
a stretch of 100m along banks of creeks, estuaries, backwater and rivers
subject to tidal
fluctuations, is declared as the Coastal Regulation Zone (CRZ). CRZ along the
country has been
placed in four categories. The above notification includes only the inter-tidal
zone and land
part of the coastal area and does not include the ocean part. The notification
imposed
restrictions on the setting up and expansion of industries or processing plaits
etc in the
said CRZ.

I wonder, one day, if we can come out in the street in large number only to
get rid of
corrupt Ministers or MLAs or MPs as Kundaim villagers got rid of all the
Panchayat members
inlcuding the Sarpanch. The question at this time would be..Will the 33%
non-Goans in Goa join
or support us ? I can see one way solution for this to attract the most..
Organise such
rally/meeting followed by a free Tiatr, a mini Bollywood IFFI type
entertainment, a top Goan
Band and offcourse, free transport.

Readers should not jump to the wrong conclusion that the writer is in favour of
RP2011 in it's
present form.
