Like Roland, I cannot identify where the gate is but the 'crown emblem' is the Portuguese coat of arms during the Portuguese Monarchy (hence the Royal Crown). So, it is not only the heraldry of D. Manuel II but also of his predecessors.
BTW, D. Manuel II was the last king of Portugal (1908-1910) from the House of Braganca and he was forced to exile in England, where he died in 1932 without descendents. The heir to the throne of Portugal is today represented by D. Duarte of Braganca, the 24th Duke of Braganca, who loves Goa and has visited Goa several times, the last time quite recently.
