The deadline the Supreme Court gave the States for affidavit on Police
Reforms is reported to be end December 2006. Many States including Goa have
not yet replied.Those who did, disagreed by and large ,on the grounds that
the Cabinet is responsible for Law and Order, and being elected
representatives,they do not want the opposition or others to have a say in
Police matters!
A Parallel could be seen in our Ministers attitude regarding Tree cutting in
Mira Mar, Panaji, and the way the Goa Regional Plan 2011 has been
finalised? I understand Goa has not yet formed a representative Committee to
discuss these much needed and vital Police reforms!
The ghastly crimes now headlined in every media about scores of missing
children long since reported to the Police in Uttar Pradesh, the culprit,
well known and affluent , having been in their net interviewed and let off
twice, the soaring crimes not being tackled due politician criminal nexus,
and the spine chilling fallout now being investigated,should shock the
establishment in every State, as it did the nation and hasten Police reforms
on the guidelines explicitly given by the learned judges of our highest
judicial forum.The public,Police, and the judicial establishment are
desperately waiting , whilst the politicians keep fiddling and dilly
dallying!
The two NRIs who walked out of their convention at the Kala Academy, the
returning of delegate fee to advocate Aires Rodrigues and preventing him to
attend, are symptoms of the malaise of our rotten system, still working in
boxes. People who dare are few and far between, and so far, easily cast
off/eliminated by the System. But we require out of the box solutions, and
the internet will galvanise people to throw out the successful fossils who
command/demand our respect and compliance. I think the time has come for
less of lighting the traditional lamp, and bullshit , and more of
listening/welcoming all views and criticisms, because those who want to keep
the lid on boiling sentiments and public anger , specially of the suppressed
poor and marginalised, will be blown to smithereens. Isn't the state of our
present world and terrorism enough evidence?!
