Scrap regional plan with retrospective effect, demands QMC 
----------------------------------------------------------

The Quepem municipal council has unanimously passed a resolution demanding that 
the Goa Regional Plan 2011 be de-notified with retrospective effect, i.e. with 
effect from August 10, 2006 - 
the date when it was notified- and that a new regional plan be 
made after due consultations with all the municipalities and panchayats of the 
state.

The resolution moved by councilor Mr Raul Pereira found favour 
with almost all the councillors of the municipal council and 
was adopted.

While Mr Pereira voiced his concerns over the proposed Special Economic Zones 
(SEZs) that would be set up, as that would mean “municipalities losing all 
control over the industries in 
those zones”, councillor, Mr Manuel Colaco contended that 
setting up of SEZ at Quepem would help in solving the 
unemployment problem faced by the educated unemployed youth 
from the locality to a large extent.

“In fact a SEZ at Quepem was a demand of the council since 
long, as setting up of industries in this industrially backward 
area would help in the development of the town,” he said.

Injustice would be meted out to the unemployed youth from 
Quepem, if industries willing to set shop at Quepem are not 
welcomed, he said adding, “Quepem will remain forever 
underdeveloped if no attempt is made to attract industries 
here.”

Countering the argument, Mr Periera said that though industries 
are necessary for the development of Quepem, the government is fooling the 
public by setting up SEZs. “Let industries come by following the normal 
procedure and not by bypassing the 
municipal controls,” he said.
