"WHEN THE obnoxious destruction plan (Outline Development Plan) of Panjim is
notified, the skyline will resemble Nariman Point if not Manhattan. This is
because the Floor Area Ratio (FAR) has been increased from an average of 60 to
100 to 150 to 200 across all areas of Panjim in the new Outline Developmental
Plan which is being finalised and is expected to be notified soon. So much so,
though a window or rather a ventilator in the form of the prospective
de-notification of the Regional Plan 2011 has been partially closed, the door
is still wide open for the land sharks in the urban areas of Goa."
"URBAN AREAS
THE urban areas of Goa, Panjim, Margao, Mapusa, Vasco and Ponda have been
excluded from the purview of the Regional Plan 2011. They come under the
respective PDAs or Planning and Development Authorities namely the Panjim
Planning and Development Authority, the North Goa Planning and Development
Authority the Margao Planning and Development Authority and the Mormugao
Planning and Development Authority. The ODP areas which have escaped the
attention of the Goa Bachao Abhiyan will remain open for looting and plundering
by politicians in collusion with builders as the scrapping of the Regional Plan
2011 from whatever date does not apply to them."

"Till recently, the only eight-storied structure on the Dona Paula bypass was
the Shalom building constructed by Noronha Chimbulkar Associates (the
construction of the Dinar Tarcar monstrosity near Goenchin has been stayed by
the Court). The FAR in the case of this building was suddenly increased from
100 to 200 just on the eve of the by-elections to the Poinguinim constituency
when Isidore Fernandes quit the Congress and contested and won on the BJP
ticket with the help of Babush Monserrate. The Shalom building will soon be
joined by a whole new complex of eight storied structures being developed by
the same Noronha Chimbulkar Associates over 5000 sq. metres on the new Babush
Monserrate road just behind the Science Centre on the Dona Paula bypass road."

"In Machado Cove, which has historically been a purely residential area, Dr.
Britto of Chances was granted an FAR of 150 to build his Vainguinim Valley
Resort through the good offices of Babush Monserrate. In the new ODP, several
builders have secured an increase in the FAR from 60 to 150. The Prudential
Group is marketing a complex of luxury apartments called La Vencia being
developed by Tolani builders from Mumbai. Close to the Machado Cove is a
building complex called Kingfisher Valley coming up on survey no.s 17, 18, 19,
20, 241 (part) and 242. Kingfisher Valley is being developed by Vaishav Land
Developers whose registered office is Manguesh next to the Chief Ministers
residence."

"The plot falls on the highway which will require the developer to provide a
setback of 75 metres. A large part of the plot is also covered by mangroves.
Not only has the entire plot, including the mangroves and the setback area,
allegedly been shown as settlement zone, the plot has been awarded a new status
of C 3 Special. According to our sources in the Panjim Planning and Development
Authority, this will enable Madkaikar to put up a twelve storey structure on
the plot."
"The entire Aivao village has been reportedly shown as partially S3 and
partially as institutional recreational area in the new ODP. This follows
reports that Babush Monserrate allegedly brokered the sale of the entire Aivao
Village to the Sahara Group to set up an Amby Valley clone in Goa (most of the
village falls in the prohibited and highly-regulated parts of the Coastal
Regulation Zone. Amby Valley is the abode of the bold and the beautiful and the
rich and the powerful near Lonawala in Maharashtra set up by the Sahara Group.
We also understand that the DLF Group of Delhi and the Rahejas have been given
permission to put up eight storey shopping malls in Patto Plaza and Dona Paula
respectively in the new ODP."

"We also understand that as in the case of the Regional Plan, neither the
Corporation of the City of Panjim nor the Director of Municipal Administration
was consulted while formulating the ODP for Panjim and the other municipal
areas."

"The obnoxious destructive plans masquerading as Outline Development Plans are
potentially even more destructive than the Regional Plan 2011. The urban areas
of Goa are already overburdened. None of them have the infrastructure to
support even the existing levels of population or development. The new ODPs
will hasten the further destruction and demise of the urban areas of Goa. They
need the urgent attention of the Goa Bachao Abhiyan as the government cannot be
relied upon to stop the obnoxious destruction of urban areas unless the people
protest and compel them to listen to voice of reason."
