Let us take the case of Gujaratis and Keralites who lived for sometime in the then British East Africa and in the Gulf Region respectively. Some thousands of them were born in these non-Indian regions but nevertheless are now Indian citizens living peacefully in India . Their births were automatically recorded in the Civil Registrar offices whether in Nairobi, Dar es Salaam , Mombasa or in Dubai, Muscat or Kuwait.
Could their citizenship be at stake because they were born abroad or because their names appear in the foreign Register of Births ? When the Portuguese left in a hurry they could not carry along with them to Lisbon various registers recording the births under their flag on or before 19 Dec 1961; now they have their registers open for voluntary recording/ So recording ones birth would not appear to amount the renunciation of citizenship However applying for a non Indian passport would definitely amount to change in citizenship
