Lobo has this to say on the MOPA initiative.
MOPA was the baby of the Congress Party in Goa.
Churchill Alemao exited Congress to float SGF on the anti-Mopa agenda.
He succeeded in getting himself and Reginald Alex Lourenco elected on SGF.
After the elections, he dumped SGF to merge it with the Congress.
He, in the bargain got the plumb posting as PWD Minister.
Come 2012 Elections, Matanhy Saldanha, the then staunchest opponent of MOPA
joins the BJP rank and file. Gets elected from his old constituency CORTALIM
on the BJP ticket, gets to be the minister for environment and forests and
dies of cardiac arrest. Soon after, all tears shed and done, IIT CM of Goa
puts MOPA on the hot line. Why? Because the MOPA opposition in Matanhy
Saldanha was no more , who would never agree to MOPA and who was for Dabolim
one hundred per cent , minus the illegal NAVY's Occupation.
No post mortem was done on Matanhy. Why?
Yasser (Yasir) Arafat was a politician who died under suspicious conditions.
His widow did not rest until his body was exhumed after 8 years to be tested
for poisoning. And it was found that Arafat was poisoned with PLUTONIUM.
Could, therefore, our dear old Matanhy have been poisoned with strycine
which professes symptoms of cardiac arrest? to pave way for MOPA? We must
realise that crores of rupees of financing came to the Goa BJP for the 2012
elections from the pockets of highly placed land mafia who purchased huge
tracks of land at MOPA for speculative purposes. Could Goa's CM let Matanhy
live under the circumstances? A million dollar question?.

PS: GSRP wants that Matanhy's body be exhumed and tests be conducted for
