Just as the people of Goa were not consulted by Indian conquerors before promulgation of the Goa, Daman and Diu (Citizenship) Order of 1962, the Portuguese conquerors did not consult all the people of Tiswadi in 1510, of Bardez and Salcete in 1543, of Ponda, Canacona and Sanguem in 1763 and of Pernem, Satari, Sanquelim and Bicholim in 1788 to find out whether they wanted to be Portuguese citizens…. COMMENT: May I ask Shri. Helekar if there was any International Law in the year 1510 or 1543 or 1788 for there to be any legal obligations for a decision by the people on citizenship? Was there any term “citizenship” in that era? Was there any global communication in that era? If not, when did it start? And when was “Citizen’s Rights” established? May we know how accurate is this “accurate” comment?Or is it accurate that you are trying to state that the Indians in the 20th century were as retarded as the people of the 16th century?
