The police probe into the Serula Communidade land grab case against Goa’s Tourism Minister Dilip Parulekar should be handed over to the Crime Branch and be investigated by an officer of the rank of Deputy Superintendent of Police.
The current investigating officer Porvorim Police Shivram Vaigankar was very hesitant to even register the F.I.R against Dilip Parulekar despite the Court directive. The case needs to be probed by a senior officer who does not act as a caged parrot. Inspector Shivram Vaigankar had earlier made up his opinion on the case on November 8th by refusing to then register the F.I.R. The same Police Inspector could not now be expected to conduct a free, fair and unbiased probe in the case. Chief Minister Manohar Parrikar should also immediately drop Dilip Parulekar from the cabinet to ensure an impartial inquiry into these very serious charges of cheating and corruption against Mr. Dilip Parulekar. If the Chief Minister really stands for Zero tolerance to corruption, Mr. Dilip Parulekar cannot continue as a Minister with a Court directed F.I.R of cheating now registered against him. The two other accused in the case Irene Sequeira and Peter Martins who are both government officers should be placed under suspension pending this probe against them. Both these officers conspired to grant prime Communidade land at Porvorim admeasuring 599 sq. mts in Survey No. 376/6 of Socorro Village to Dilip Parulekar for a mere Rs. 3,41,320/- though the value of the land was otherwise worth more than a crore.
