Dear Dr Ferdinando, do not waste your time in trying to find which Indian scientist wore chiffon for the above line. The above phrase is Konglish. In true English it is ‘Siphon Off’ - To suck or draw a liquid off from something. Here the scientist was sucked by USA !!! Cheers Rosario Abel
