The Special Court under the Prevention of Corruption Act has adjourned to 20 th February the hearing of the petition seeking directions to the Anti Corruption Branch (ACB) to immediately register an F.I.R. against Speaker of the Goa Legislative Assembly Rajendra Arlekar in the disproportionate assets case.
ACB officials once again sought time to file their reply and moved an application stating that a proposal has been sent to the Law department seeking that a Special Counsel be appointed to draft a reply and to defend the ACB. It is very obvious that ACB officials are adopting delay tactics to shield Rajendra Arlekar, There needs to be a scrutiny of the call details of telephonic conversations between some senior BJP politicians and the ACB officials on 29th January after the complaint against Rajendra Arlekar was filed. As part of the investigation to ascertain the source of Rajendra Arlekar's sudden increase in wealth, the ACB should scrutinize and probe all the tenders and contracts floated by the Goa Legislative Assembly Secretariat during Rajendra Arlekar's tenure as Speaker commencing 19thMarch 2012. In his statement of Assets and Liabilities submitted by Speaker Rajendra Arlekar to the Lokayukta on 31st July 2013 just three weeks prior to the purchase of that 500 sq mt plot at Porvorim for a whopping Rs 72 lakhs, Mr. Arlekar had stated that his total income for the financial year ending on 31 st March 2013 was Rs 8,18,826 and that of his teacher wife Anagha Deshpande Arlekar was Rs 9,32,278. Rajendra Arlekar in that statement to the Goa Lokayukta had also stated that his cash in hand was Rs 1,38,165 while that with his wife was Rs 52,165. In that statement Rajendra Arlekar had further stated that he and his wife had no bank deposits except their two Savings accounts.
