You may have heard it being said that in mathematics India gave the world zero. 
  If you agree, without this zero "0" nothing can move, you can either be zero 
plus or zero minus.  Sometimes this is not such a bad thing because in Goa you 
can find both, zero plus and zero minus with more of the minus as can be 
observed on the landscape of houses in disrepair and even the thinking in 
government administration including people behaviour.

I have to agree with Abby Aguirre who wrote an article titled "Goa's colonial 
estates, lovingly restored" which was published in International New York Times 
Travel Weekend Supplement Saturday-Sunday 15-16 February 2014.   She referred 
to Goa as "India for Beginners" that is missed out by visitors staying in 5 
star fortresses.   The real charm of Goa can be found in Siolim House, once 
owned by the Governor of Macau.   She also mentions "In part because foreigners 
who buy a Goan home must operate a business on the property as a condition of 
the sale, it is not uncommon to find inns and villas owned and run by 
Europeans."  This has enabled their guests to find the real Goa.

complimented Air India for their hasle free daily flights from London Heathrow 
to Goa and other parts of india.
