Public funds are to be used solely in public interest. The Government and its officers hold such funds in trust for the public. Such funds must be bonafidely used to sub serve the public good. Government cannot squander public funds or award contracts by way of largesse to the detriment of public and public interest.
The current concretization of the Miramar-Dona Paula Road at a whopping cost of over Rs 66 crores is a criminal waste of Public funds and just another instance of bad governance by the Manohar Parrikar government. As a citizen it was my duty to place all the material and facts of this case before the Honourable Bombay High Court which I have now done through a Public Interest Litigation which will come up for hearing on 5th May. The Miramar - Dona Paula road was after laying out a sewage line right in the middle of the road lane hot mixed in January this year at the cost of Rs 1.3 crores and is now being again dug up again to concretize the road for a cost of Rs 66 crores. The concretization of the road must be stopped and the loss to the State exchequer by this illegal work needs to be recovered from the officers concerned. With the sewage line having been laid at such an enormous cost at the center of the road, any damage or repair of the sewage line will require fresh digging up of the concrete road if laid. While the election code of conduct was in force, the Commissioner of the Corporation of the City of Panaji (CCP) Sanjit Rodrigues who is also the Managing Director (MD) of the Goa State Infrastructure Development Corporation (GSIDC), issued a NOC dated 2/4/14 to himself as MD of GSIDC, to take up the concretization of the without consulting the Corporators. The Goa Government had earlier experimented in concretizing a portion of a road at Cuncolim at a cost of Rs 5 crores, and the road developed huge cracks so much so that the concrete had to be removed and the road hot mixed once again at a cost of Rs 3.15 crores causing huge money to be squandered to the detriment of the public.
