It's quite possible that the 'reserved' seats might actually be used to accommodate friends and family, while keeping away the competition who might be dissuaded from applying in the first place. While a number of seats are kept as 'reserved', the actual number of subaltern community members benefiting are only a few -- except at the really low rungs. What happens to the remaining seats?
