The thrill of getting  verbatim replies albeit from the horses mouth 
---Ministers to queries raised by your elected representatives  on the sacred 
floor of the Goa Legislative during its over fortnight long session which 
commenced from 22nd July, 2014 is by following the days proceedings on 
http://eassembly.goa.gov.in. 

The era of "paperless regime" has dawned in this tiny twenty fifth state of  
Goa the Union of India.  Although it is 51 years after the  first legislative 
assembly was set up in the then Union Territory of Goa Daman and Diu and now 27 
years after attaining Statehood we  Goans are proud to have achieved this 
distinction slowly but surely. 

Imagine the days when tons of print material  was used to provide compu-typed 
answers  to  then 30 and now 40 Members of the Legislative Assembly  of each of 
the questions starred and un starred raised by members of the Goa Legislative 
Assembly. Besides that the copies for different files ending with the guard 
file the print media and now the audio visual media as well.

The credit for  this could perhaps go to both viz  the Leader of the Opposition 
Mr Pratapsing Raoji Rane who as then Speaker of the Goa Legislative Assembly 
began the spade work for this paperless regime and which culminated in the 
current Speaker of the Legislative Assembly Mr Rajendra Arlekar seeing the dawn 
of this regime into reality.

It is the hope of every Goan that queries of citizens raised under the RTI 2005 
could follow suit.  The Chief Secretary  could make a beginning and other 
Secretaries / Directors of the Govt of Goa could follow suit so that before 
19th December, 2014 Goa could emerge as the first State to introduce paperless 
regime.
