Dear Mathew Pulican, Ex-Prof of Govt Goa Polytechnic and Ex-Principal of ITI-Farmaguidi.
Sub: HOW TO CALCULATE POWER ENERGY FOR GOA? (Let us make it official). Will you be able to guide me on behalf of state of Goa about the calculation of power? I feel that this people in Electricity dept in Goa have no knowledge of this calculation of power requirement. This Power Minister has no electrical background neither knowledge into this affairs and believes whatever the Electricity dept gives him the figures he projects it to the public. Since you are an expert in this field of electrical engineering you may be able to offer some inputs to me so that I can start questioning them and help at the certain extent to come to a proper figure. They just say that Goa has a deficit of 100 MW as the actual peak power is generated is 540 MW . I do not trust all their calculations and that this people just project whatever it comes to their mouth and the reason is to draw the funds from the Central Govt in order to pocket it from different sources. I am interested to have a check so that in case you give me some inputs I should be able to question their capability of calculating the energy requirement for Goa. At present Goa is in very bad position as far as electricity supply is given to each house in Goa. Lots of interruptions, lots of power failures, and lots of intermittent faults. The Chief Minister is also not an Electrical person but he needs to be guided with some information into this aspects so that the Power Minister and Chief Electrical Engineer does not fool him unintentionally. Can I wait for your response into this affair and let me know how should I proceed in order to help our state of Goa. Will it be possible to spare your time? YES or NO I have contacted here in Goa our another retired colleague Mr. Mohan Kadekodi but he says he cannot help due to his bad health. Thank You Stephen Dias D.Paula JUST SEE THIS REPORT OF MINE: POWER MINISTER OF GOA MILLIND NAIK PLANS TO ACQUIRE A POWER DEFICIT TO THIS STATE The total power demand this state needs 540 MW power whereas at the moment is available about 430 MW power hence it shows a deficit of about 100 MW. This deficit restoration of power our Goa Power Minister is planning to achieve from a Solar power energy as the reports of today says, and the funds is expected to get from the centre. The simple logic is that this state has pilferage of power more than 150 MW as per my guessing, and that is not being accounted in their departmental ledger books neither they have done any inspections checks. Also I have doubt whether the calculation is done systematically based on various sub-stations or not? The Electricity Dept has never done a proper calculation and there is no record available with the Board, as per the house vise consumption. What it has been calculated is from the total power consumption allotted to each house which is wrong figure I feel. Since the consumption of power in each house is much less that the total meter rated, than the calculation seems to be a failure. It is advisable that this job of calculating power consumption may be given to a foreign consultant who has an expertise into this scenario. Would you suggest somebody in this field. Probably the demand of supply of power can go also to a higher figure if this illegal consumption is accounted or if it is stopped than we may not need an additional power. What the Government must do is; a) First check up existing power consumed load for each house based on the average bills. b) Power leakages from illegal housing load. c) The record should be maintained each Taluka vize, each substation vize and each district level. Let me know your inputs and suggestion and recommendations since you are an expert in the field of Electrical Engendering and I need your help. Thanks, Stephen Dias D.Paula Your old colleague from Govt Polytechnic Panjim. ===================================================
