Eleven states have indeed been identified in the report. But surprisingly
the plan for a greenfield airport at Pune  at (Chakan) doesnt figure. It
would have meant closure of the civil enclave at Lohegaon where the IAF is
in charge. Is that the fate of the airport at Agra when the planned
greenfield airport materialises? This is the Mopa/Bangalore
Devenahalli/Hyderabad Shamshabad  model where greenfield airports mean
closure of existing civil enclaves.
