Despite 48 hours having passed the Panaji Police acting as caged parrots
have not yet registered the F.I.R against former Chief Minister of Goa
Manohar Parrikar and Panaji computer dealer Nilesh Amonker in connection
with the fraudulent renting of office premises by the government next to
the garbage treatment plant at Patto Plaza at a very exorbitant annual rent
of over Rs. 5.5 crores.



The complaint against Manohar Parrikar and Nilesh Amonker is under Sections
420, 406, 409 read with Section 120-B of the Indian Penal Code for having
criminally conspired, cheated and caused loss to the State exchequer.



As the prime accused in the case Manohar Parrikar is currently in Goa it
was incumbent on the Panaji Police to interrogate and arrest him along
with  Nilesh Amonker as all the offences against them are non-bailable.



With the failure of the Panaji Police to act, a petition under Section
154(3) of the Criminal Procedure Code has yesterday been filed before the
North Goa Superintendent of Police which will be followed by proceedings
before the Panaji Judicial Magistrate First Class under Section 156(3) of
the Criminal Procedure Code seeking directions to the police to register
the F.I.R against Manohar Parrikar and Nilesh Amonker in this multi crore
fraud.



>From 1st November 2013 Goa Government illegally rented from Nilesh Amonker
4841 sq. mts which includes the 925 sq. mts. of the parking space in the
basement of the building ‘Spaces’ and 613.25 sq. mts. at ‘Kamat Towers’ for
a monthly rent of Rs. 42,92,904.80.  Nilesh Amonker has already been paid a
whooping Rs. 5,50,10,537.60 (Five crores fifty lakhs ten thousand five
hundred thirty seven rupees and sixty paise) as a year’s rent while the
premises remained unused.



If the Goa Police demonstrate only a fraction of interest they displayed in
the Tarun Tejpal case,  Manohar Parrikar and Nilesh Amonker can be brought
to book and those crores siphoned from the State could be recovered.  The
Police Inspector who shows the spine to uphold the law in this case should
be awarded the President’s medal this Independence Day.
