Hats compulsory for riders and pillions on all roads
 Post liberation the vehicle population has increased by leaps and bounds.
The two wheeler density has sprung up like mushrooms and rising
exponentially and raising alarm bells. Have the roads changed or I many
places there has been no widening. The roads are being encumbered by
digging for various services and are left unattended. The building debris
causes a lot of inconvenience being dumped on the roadsides.  Potholes
reign at a many stretches. There is no road discipline and sensitivity
towards other road users. Many a unworthy vehicles okayed by transport
authorities for an understanding. Driving licences are easy to obtain. No
all India registry is available about drivers involved in accidents to
disqualify or  suspend them   at least temporarily. Then there is young
generation who almost own the roads, race, ride, zig  zag and who are not
eligible to ride due to age factor ,Roads are not maintained regularly and
executed poorly due to greasing by bribes  Drunken driving is almost a
disease in Goa due to free flow of alcohol and even on High ways. Roads are
badly lighted and spots designated as hazardous are not attended at all.
Rumblers, speed breakers are not painted and signs not visible, which also
contribute towards accidents, Seat belts have to be enforced and use of
phone, music during driving must be taken seriously. Even where for roads
expansion Land has been acquired 20 years back have not been widened. Use
of bright lights is cause of many accidents too. The taxi trade as public
transport will be hit badly. Giving lift will be impossible on two wheeler.
Give statistics of cars, trucks, buses and do not be selective to further
the sales of helmets

It is a known fact that accidents and fatalities are not directly related
to only wearing of hats .WHY do road accidents happen in the first place.?
Statics are convenient to prove the case. What about fatalities in cases
where wearing of hats have not saved lives or the severity of the
damage,.Statics are conveniently silent on this score. Is it a ruse to
collect additional revenue by way of fines

The increase in vehicle population is due to lack of regular public
transport, . The inconvenience due to overloading, rude and arrogant
conductor’s .Time of buses is observed more in breach, There is no public
transport in rural villages, forcing people to depend on their transport
