The BJP had promised Zero Tolerance to Corruption but the ground reality is Zero action against the Corrupt.
Highly condemnable is the move by the Goa Government to promote the now very tainted Dr Santosh Desai as the Director of Animal Husbandry and Veterinary Services. An F.I.R No 37/15 was registered on 18th February this year at the Ponda Police Station against Dr Santosh Desai and others in connection with misappropriation of a whopping Rs 82,54,196 from the Goa State Animal Husbandry Staff Credit Society. It would be most improper to promote such an officer as the Director. Dr Santosh Desai who is currently the Deputy Director in the department has been booked by the Ponda Police under Sections 468, 471, 408 read with Section 34 of the Indian Penal Code. The investigation into these criminal charges against Dr Santosh Desai must be expedited but Dr Desai through his political contacts is trying to scuttle and delay the probe against him. Until Dr Santosh Desai is cleared of all those serious criminal charges, the Government could appoint the next senior most Deputy Director Dattaraj Naik Parrikar as the Director. In another case strongly objectionable is the move by the Panaji police to shelve the F.I.R of cheating and forgery that was registered in 2010 against Goa’s Commissioner of Labour & Employment Fatima Rodrigues for having forged my letterhead and signature. Labour Commissioner Fatima Rodrigues was booked by the Panaji Police on 8th July 2010 under Sections 419, 420, 468,469, and 471 of the Indian Penal Code following a complaint filed by me. Fatima Rodrigues had fraudulently addressed a representation to the then Chief Minister Digambar Kamat in my name by forging my signature and dishonestly fabricating my letter head. That representation was addressed to then Chief Minister Digambar Kamat on 10th June 2010 opposing the one year extension in service that was proposed to be granted to the then State’s Labour Commissioner Mr.V.B.N.Raikar. On directions of the political bosses the Panaji Police acting as caged parrots have now in their report to the Panaji Court stated that the complaint filed by me was true but the investigation was being presently shelved as there was no sufficient evidence against the accused Fatima Rodrigues. As this rule of the jungle cannot be allowed to thrive, will move the Court seeking express directions to the Panaji Police to complete this five year old long investigation and charge sheet the Labour Commissioner Fatima Rodrigues in accordance with law.
