OVERPARTICIPATION IN DEMOCRACY ,This comment by Goas Chief Secretary
expresses the frustration by the Establishment ,the Industrialists, and
builders, who all this while, had been accustomed to take the people for
granted. Because there was underparticipation or no participation of the people
at all and democratic procedures /norms were manipulated to bring Goa,
physically and morally, to the present state of affairs. For too long the
citizens were laid back(susegad) and are in fact ,just opening their eyes to
the gross abuse of power,manipulation of rules and clandestine/ illegal
activities that abound! The Legislature and Executive are overstepping their
mandate, and the Judiciary too is being targeted for overparticipation! No
lesser person than the Prime Minister is cautioning them for intrusion into
their domain. This attitude has led to Nandigram like situations, and it is
time to note this summer heat/global warming, pollution and the imbalances
where people are being divided on basis of education, status,caste, religion,
even gender. Where there are farmers suicides and a vast population of BPL, on
the other hand people who literally have money to burn and are living the good
life . Knowing human nature, Democracy with all its flaws, is the best system
we have got. It is high time all concerned addressed the citizens concerns
FIRST, and welcome much greater participation in a government that should be
OF,BY and FOR the people, as envisioned by the Constitution!
The Press/ media in Goa, specially
those owned by the vested interests mentioned above, keep repeating the false
propaganda ,reinforced by institutions like GCCI composed of the same vested
interests people who proposed and pushed forward the basic Regional Plan 2011,
made use of ODP /TCP rules to the detriment of the environment and people of
Goa. The Panchyat elections are due on 5May and Assembly Elections 2June. Make
no mistake. Goa is deeply divided on religion and caste basis. Goas
beauty,peace and communal harmony is sitting on top of a volcano waiting to
explode. Everyone wants a piece iof Goa. Most goans are still sitting on the
wall like Humpty Dumpty. They refuse to get together,get involved, empower
themselves! They will get the government they deserve.
