· Around 7 stalls of 8 sq mts each were allocated to individuals without auction of the false pretext of rehabilitation between 2013-15.
· In 2004, DMA had categorically stated that this is a one time rehabilitation scheme and that no cases of MMC are pending Panaji : United Goans Foundation slams the Dy CM Francis D’Souza, DMA, Elvis Gomes, CO and Councillors of Mapusa for illegally allotting shops in the new Market Complex to individuals under a Rehabilitation Scheme that ended way back in 2004. The shops were allotted in spite of several objections being raised in the Department of Urban Development. One shop of 8 sq mt was allocated to Umesh Mayekar. He was earlied allocated 5 shops of 8 sq mt each to compensate for his 43 sq mt shop. In order to compensate for the 3 sq mts, the MMC and the DMA allotted an additional shop inspite of it being less than 50% area of the allotted shops. Another shop was allotted to Banudas Kalangutkar who died in 1991. He had a moving cart on which a kiosk was illegally constructed by one Yeshwant Mandrekar. Mandrekar purchased the cart from Kalangutkars brother. Mandrekar was not eligible for rehabilitation since the moving cart could have been transferred to another location. In spite of this, he was allotted a shop. Similarly Anant Kudalkar and Madan Navelkar was allotted a shop in exchange for banca fixas (sopos) which was not permitted under the rehabilitation scheme. Narendra Prabhu was expected to be allotted one stall. However in 2014, 4 stalls were allotted to him. This was illegal since those who had illegally extended their shops were not eligible under this scheme. Documents in procession with the United Goans Foundation clearly indicate that undue favour was done to these individuals by manipulating facts and violating the law. United Goans Foundation demands that the officers be suspended and an FIR be lodged against these individuals under the Prevention of Corruption Act. United Goans Foundation appeals to the people of Mapusa to reject the sitting councillors, who are involved in such blatant illegalities along with the corrupt local MLA. UGF further appeals that Mapusekars must vote for proactive citizens who will work sincerely for the development of Mapusa.
