The fact that Dr. Shetye is a highly accomplished scientist notwithstanding, this action of 'extension' has all the features which will help render it Ultra Vires. Every action of Govt (or its agencies or entities which receive Govt funding) is subject to (JR) Judicial Review by the High Court. Unlike many other Legal Actions, JR affords a fairly quick hearing and ruling. It, however, needs to be filed within the Window of Opportunity. Very Well done, Aires. jc
