PANJIM, ARPIL 23 The Disabled Rights Association of Goa (DRAG) has demanded
that there should be
separate department to deal with needs of 25000 disabled persons in the state.
The social welfare department which is currently in-charge of welfare schemes
for disabled persons
is being loaded with other works, told President of DRAG, Avelina De Sa to a
press conference
while releasing their other demands which they want political parties to
include in their election
manifesto for forthcoming assembly elections.
He said, social welfare department is entrusted with welfare works related to
senior citizens,
OBC, ST, SC, etc, and hence it is not possible for it to devote time to the
needs of disabled
persons.
Perhaps for the time DRAG has come out with the list of demands wanting
political parties to show
concern towards 25000 odd disabled population in the state.
De Sa says a lot needs to be done to make life of disabled persons better.
Hence DRAG has come
with their demands and wants inclusion in the election manifesto.
They want office in Margao to avoid inconvenience to disabled person from
South. Currently, they
have to come to Panjim to Social welfare department. They also want more
reservation in government
jobs and backlog of vacancies be filled. Though 3 per cent government jobs are
reserved for
disabled persons, De Sa claimed that only 2 per cent posts have been filled.
Their other demands are reservation in panchayats, municipalities, and the
assembly, appoint full
time state commissioner for persons with disabilities with a full fledged
office, reconstitute the
state co-ordination committee and state executive committee for the welfare of
disabled persons
and ensure total and speedy implementation of the persons with disabilities
Act, 1995 and the
State Policy for the welfare of the disabled.
