The Goa Children's Act 2003 (as amended)

I invite us all to read my 2005 commentary on the above Act; one which I 
consider to be both confusing, liable for being abused and hence dangerous to 
the Rule of Law and justice as per Common Law. (Some but not all loopholes have 
since been amended/corrected)

Those who are interested in European Law, may wish to pay specific attention to 
Art. 6(2) of the European Convention of Human Rights and ECJ decisions that may 
have flown from that.

I have my best wishes for Those who are either confused or seek to confuse 
others in the Court of Public Opinion - as to (1) What constitutes Child Abuse 
(2) What is a Child and those who wish to make categoric statements in the 
press....based on hearsay and without even qualifying the statements as being 
'alleged'.

Once again: IMHO, the Goa Children's Act 2003 (as amended), remains a tool for 
Abuse by the Unscrupulous. Please bring it to the attention of your MLAs.

other GoaNetter which may or may not be making mockery of cases of real child 
abuse and of those who have worked or work towards the interests of these 
hapless children.
