RP 2021 meet at Chinchinim Deussua Panchayat A meeting of Regional plan Committee of 47 memebers for finalization of RP 2021 was called by Ghinchinim-Deussua Panchayat on 6.o1-2016 held at 10.30, am at Mount Mary`s Church hall., Some members of the Panchayat were conspicuous by their absence and those present were surprised about their lack of interest and participation.. The absence of Panchayat Secretary at such important meeting appears to be intentional, specially attributing his comment to meeting being private and that minutes can be recorded on piece of paper, instead of official meeting Book Fortunately an retired Scretary volunteered to conduct the meeting, eliciting responses, recording the minutes and also reading the 9 resolutions sent by the Panchayat earlier after discussions and fruitful deliberations
After keeping the plan in cold storage for years, it was hurriedly sent with a short notice for compliance, deliberaytely during Christmas season. It was however extended to 18 January, Many Panchayats have requested for extending the dead line by at least another 3 months., Chinchinim Panchayat has also requested for similar extension. Now Dy C,M is on record and has contended that it can be scraped as earlier promised by BJP, but that suggestions by majority only wants modifications The nine resolutions sent to the authority were read and members wanted that same be forwarded again, Besides a ward wise meetings are to be held by 11 Jan 2016 and sent the final suggestions by 18 Jan 2016. It was informed that 9 resolutions forwarded are ignored without any reasons,.In fact participants informed with specific details of illegalities, orchards being included in settlement zone and those with residential houses are excluded in spite of having all relevant documents to that effect The meet was also concerned about width of internal roads and MDR favoruring builders in particular and destroying the unique identity of the village Participants wondered whether it is another exercise in futility just to give an impressions of participatory process being followed One wonders the changes, alterations are at the behest of influential individuals and building lobbies for personal reasons, If any requests were received should have been sent to Panchayat also for information instead of consciously by passing the local body involved in the process AS it stands the whole process before finalizing one sided RP 2021 is just a joke to fool the people to carry out the sinister designs Nelson Lopes Chinchinim
