This is actually happening as I write. There's a large billboard on the Gardiner Expressway (one of Toronto's arterial roads) that says "Text and Drive".
A little further on, police are ticketing texters. The billboard is sponsored by a funeral home. Police are allowed to make PSAs (public service announcements) that bring home their point. Roland Francis Toronto
