STEPHEN DIAS DONA PAULA DATE ; 19.5.2016 Sexual Crimes- Goans Need To Be Objective And Rational – by Dr. Joe D’Souza. EX-PROFESSOR OF GOA UNIVERSITY. Wednesday - May 18, 2016 “The accused is innocent until proved guilty beyond any doubt” so say our legal system but sadly many Goans have been tried by media, ridiculed in print and later condemned and convicted by media trials often slanted, slighted and heavily opinionated against the accused, through a police- media interaction and inter-relationship. Give a dog a bad name and shoot it. We Goans are best known for our crab mentality with a fair share of sadism wherein we derive pleasure by accusing others, before our legal system has pronounced him “as guilty”. There have been volumes in print declaring Dayanand Narvekar as guilty of sexually exploiting a lady in his official chamber as a Speaker of Goa Assembly. All this by his political opponents and the press playing the dancing tune. The framing, shaming, blaming, taming, damning and claiming of the “Great Sex Scandal” succeeded in temporarily affecting Narvekar and seeing him unseated as a Speaker. Through a media fiasco, the people’s faith in a fair and a just trial seemed dented as nothing happened but the girl suffered as she was misused politically. We haven’t learnt through history as to how media trials are downing and drowning our own character “as Goans” and hence we continue to suffer ignominy in the eyes of the Indian nation by our own folly. >From Narvekar, to Sardinha’s marks scandal, further on to PWD pipe scandal of late Dr. Willy, the Vodithalla Trust issue of Harish Zantye, the JICA issue and many more of Churchill Alemao, the Rattol episode of Micky Pacheco and the list can go on, implicating every Goan politician and a public figure. The local as well as the national electronic and print media are often full of “Goans bashing Goans” in the garb of justice. The end result is that we Goans have to see our noses cut for no fault of ours, due to the premature theoretical convictions by the Government-media interplay of a vested interest group. In legal parlance nothing may seem to be happening on the ground but to a scientist- researcher in me can see the utter chaos and decay to Goa and Goans where Goa’s economy, ecology, environment and holistic developing is on a grinding halt. We are engrossed only in scams; be it the mining trials, the SEZ, the land grab and the real estate scams and the shams concerning sex exposes, now and then. Today Panjim is degrading, the Mandovi River is dying, all around governance is at sixes and sevens, and our Corporators are facing the challenge of seeing their leader Babush Monserrate is bailed out of yet another charge of raping a minor girl. All what is happening in reality is the rape of Panjim and the surrounding and the people driven to accept as gospel truth what is placed in print before their eyes without the due process of law. By and large, newspapers are full of one sided versions and objective reporting absent. To read; Rs.50 lakhs was paid to procure the services of a minor girl and that the step mother had taken the money as a start, would not even appear in any Arabian Night tales. Stupidly, the police in Goa proposes it, the media disposes it and Aam ADMI of Goa is supposed to de-compose it “For Rs.50 Lakhs” “said a business man” I see myself with the 10 best of “international escorts”. Is Babush so stupid, naïve and gullible? Incidentally, one understands that money lending is the forte of the accused as he knows the value for money. We must accept Babush is an expert both in notes and votes. The second charge that Babush and coincidentally the girl’s mother are both involved in is a case of human trafficking. What a Joke. Goa today is a paradise for migrant labour. Be it mining labour, those working in casinos, industries and fishing trawlers all are migrants brought down to Goa by labour contractors. Coincidentally I personally am aware of missionaries, social activists and entrepreneurs who bring girls from Jharkhand, Orissa, U.P, Karnataka etc to work as maids in Goa. Practically everyone who employs these migrants has to pay for the travel expenses as well as the trust money to the parents of the girl, besides other maintenance charges. A maid at your door step is not a magical deed. Thousands of rupees have to be paid if you desire to have a domestic support. Often even after paying, these girls walk out and that is your luck or destiny. If Babush is accused of trafficking humans, we must reflect and accept many amongst us are facilitators to this crime. How can one accuse Babush for paying for Sex? Just because the Goa police and a section of Goa press wants us to believe so. The girl was sacked for cheating and misappropriating the money many days earlier. She was angry and sought revenging. However, only when political opponents of the accused chanced to interact with the angry girl, that she felt and realized that she was raped; a month ago and coaxed to file a police complain! All in all it was all cooked up in the Apna Ghar at Merces. It is a good script for a Bollywood film and of many mentally fertile journalists mainly of migrant origin and unaware of ground realities in Goa. In Goa of today “rape accusations” terrifies men more than ladies. What is worser still is that mothers, sisters, daughters, fear that their sons, brothers or father need to be protected against the rape laws in force. The unnecessary gender divide due to framing, blaming, shaming and damning innocent men is no longer a myth but a reality. If a man refuses to marry or if a relation turns sour he is charged with rape. If a boss is strict he can be punished for molestation. One nice lady said; avoid giving lift or show over reach to an unknown woman or else you will land as an accused in police custody. Mothers in Goa want their sons home back early lest they fear they would be implicated in a rape case by migrant woman professionally trained in framing. We used to see spy girls in James Bond movies. Today politicians and business community use girls to play down their rivals in politics and business. The police today are the caged parrots of the ruling party in power to tone down opposition and stifle dissent. Interestingly, one Nepalese damsel has challenged the investigative skills of Goan police and the Goan journalists and taken the “Common Sense” of the citizens of this state for a ride for quite a while. Of course as Manohar Parrikar says there is an “Invisible Hand” in the “Augusta Westland Case”. We must expose the Invisible Hand to this sorry and sordid saga. One migrant journalist confronted me and declared in confidence that the Goa police have a bedsheet with seminal fluid discharge on it. The evidence of body fluids was a strong indicator of the sexual nature of the crime he claimed. In this case, if a bed sheet to have seminal fluid is a crime, we must also declare nocturnal emissions or masturbation by male as crimes. Also, the so-called blood-stained bedsheet sent for forensic analysis to Hyderabad is meaningless as the process of panchanama was not done in this case. The bedsheet could very well have been stained with blood while it was in the possession of the girl and the police and the other conspirators to implicate the accused. As a scientist, I was once told that Bernard Shaw was asked by a world beauty Monroe to marry her. She said if they married their progeny would be both intelligent as Shaw and as beautiful as Monroe. A beauty with brains was the conclusion. But Shaw pondered and questioned the beauty, what if the child which she would give birth to had his beauty and of course her brain? She reflected and stunningly replied “an ugly beast”. The pessimist sees the glass half empty. In Goa we all see Babush as a criminal just because a section of journalists have not visioned out the story of the framed rape in its entirety. We have not bothered to find out as to how the females in Babush’s life are undergoing their trauma, specifically his wife. Goans please learn to thrash the trash or else trash will thrash our brains. Let us not be carried away and be opinionated based on yellow journalism. Let us wait for the courts to do their duty.
