No matter what Nigerians have done to earn the ire of Chief Ministers and 
others in Goa, one cannot discriminate against a community, nationality, race 
or gender in this day and age. 

To add to Parsekar's public vitriol against black African visitors in Goa, 
ex-chief minister Ravi Naik, a tainted politician himself, now calls them by 
the pejorative 'negroes'.

For Indians this is a natural progression. First hate other castes, then hate 
people from other states, follow that with other religions and now find someone 
darker than you.

Only fear of a strong hate speech law, robustly implemented, will curb this 
nasty problem from burgeoning.

On the one hand India's natural enemy China has been making vast inroads into 
Africa ahead of even the western powers and here is India doing the exact 
opposite.
