I have sent the following letter with attachment to the CEO,GSEC, and CC to Mr
Gopalaswamy CEC:-
Not only has franchise been denied to a whole lot of resident goans, but as
reported by the media,there was pre- tampering of the electoral rolls and
abuse of forms 6 and 7. . Also secrecy of ballot is suspect as objected to in
these Panchayat elections by some alert voters! In 2005, I had objected in
writing to The Returning Officer , about ballot papers having the same number
as the counterfoil I sign on. This time, even the serial number of the voter
has been noted there in ink! They know which ward when counting, so it is
easy to find out who voted for whom. I confirmed this at site, from Mr
V.K.Gurou, the Presiding Officer at our Booth.There is manipulated
delimitation, declaration of OBC/women reserved wards . Defence colony area is
now an OBC ward! The Salvador do Mundo Sarpanch was a BJP sympathiser, now
declared women's candidate ward. Simple, like in many other wards, the wife/
relative stands for elections.
. Take my concrete case very briefly.The electoral rolls were finalised on
1st Jan,07Jan. A s soon as I came to know that my name was missing, I informed
the Sarpanch at The Gramsabha on 26th Jan07.Since no action was forthcoming, I
filed form 6 at The Mamlatdars office on 26th Feb,07.Even after 2 months to
date 26 April 07, and the State Election Commission writing to The Chief
Electoral Officer, I was unable to cast my vote for the Panchayat Elections!. I
hold an EPIC card, senior citizen,resident, well known in my ward. There is no
technical or any good reason for this!
The CEO assures me verbally that someone will be punished, but I do not
believe it! No reply was given to my 2005 letter to date, neither has any
action been taken as Ballot papers are printed still numbered, boxes of wards
not mixed before counting, same old procedures followed. There is no written
reply to my letter toCEO. I suspect at every election, there are mass removal
of registered bonafied names and occasion used to include mass migrant labour,
so percentage increase in voters remains believable.These matters /crime , of
denying bonafied citizens their Constitutional right to vote in secrecy, and
procedures that do not permit quick verification and rectification,should be a
matter of great concern to the Election Commission, and the nation!.
Attached Doc, with reference to my written letters to you with Appendices
mentioned , please find questions that need answers/to be investigated and
action taken. I would be grateful for a reply
Attachment as follows-
1) Reference letter handed to the Presiding Officer (PO) on 13/3/05,two
years have passed. Please see Appendix B.
a) Has this letter been sent to the mamlatdar (RO) with POs comments? If not
why not.
b) Has the RO taken any action on this subject? If not, why not?
c) Where is letter in question now? What are the file notings in this regard?
d) Why has no acknowledgement or reply been sent to me to date?
2) What is the procedure followed to prepare Electoral Rolls and who are
the various authorities responsible and for what? Please give details.
3) Who selects/nominates Census officers/personnel. Are any written
instructions given to them?
4) Specifically who and at what date/time did they call at my house to do
Census taking?
5) If it is the contention that my door was locked, why yellow form/ form
6/ any evidence of caller not left, either at my neighbours or in my letterbox?
6) Why after filling form6 on26/2/07, even after 2 months to date 26/4/07,
no urgent action has been taken to ensure I could exercise my franchise/vote
at the Panchayat Elections held on 5/5/07, as guaranteed to me by The
Constitution? See Appendix A
I am a resident goan at Defence Colony, for over 25 years. I hold an EPIC card
. I am a well-known senior citizen in my ward, and I have not been outstation
or even stayed anywhere else or been away from my residence for the last one
year, for more than a few hours! Request detailed information sought at the
earliest.
