This is standard diplomatic fare and nothing more needs to be read into it. The real crux of success of diplomacy is tested when substantial benefits in trade or relations is derived. For example the PM recently visited 5 countries out of which 3 voted against India's admission into the NSG group. In real terms this was a diplomatic disaster as India lost whatever benefits it had earlier.
So far Modi's diplomacy has been a massive failure. Except for event management functions with the Indian diaspora, nothing substantial has accreted to the nation.
