I agree with Marshall, Modi has to go around concentrating on only what a state govt can do. Given the choice between providing toilets for a nation or a space program, the choice is easy for any PM. Those who believe toilets are the priority, should abandon their beliefs, join two bricks together and build a toilet for their neighbours. How well the project is used/received will give the builder an indication of how to proceed with his/her beliefs. I wish I could say that all those who believe that a space program is the priority should join two bricks together and start a space program. You and me cannot do this. That is the reason why a state govt has to concentrate on the larger projects and leave smaller ones to local govts. Mervyn
