Among the bribe taking fraternity in Goa and the rest of India, there is a 
certain elite, an aristocracy if you will.

While the plebians will await your gratuity and only ask you when none seems 
forthcoming, the aristocracy  having some sort of honour, will never ask you 
for a bribe. They will let you figure it out. And figure it out you will, when 
you go several times to get your work done, or are presented redundant hurdles 
or are repeatedly delayed in completion. 

Among these aristocrats are a smaller number who on being presented with 
"something" will cower away from the dastardly offer saying "Che, Che ami ten 
korpache munis nim". (We aren't the type to do that kind of thing). This type 
requires either a) more than you are giving or b) you need to give through a 
subordinate or c) you need to repeatedly ask him to kindly take it as a favour 
to yourself.
