Rains cause flooding Many places in Gurugaum, Mubai, Bangalore, Gujeart, Bihar etc are under severe floods .There is no control on the phenomenon of rains, but we have the technology to forecast the rain ,issue warnings. Heavy and unprecedented down pours, need equally unprecedented preparations. The cities are normally affected by the flooding. , The reasons are unplanned urbanizations, industrializations and concrete jungles. The roads are narrow, the drains are inadequate and clogged at times by garbage, low lying areas that drain water are builders attractions, land conversions , or land use are facilitated easily for a fee. The department of Govt, municipalities.PWD etc are all conniving to waive off requirements and overlook violations knowingly and willingly. They do not function in synchronization and resort to passing the blame. Our political Masters use their clout to allow illegal projects to happen, In vulnerable places and fragile environment. Flood , disaster management an annual feature , needs to consider relief on a permanent footing , but a knee jerk reaction is the temporary solution of bandage applications. Provide Equipped relief centres,, with food, medical , water, tents etc r. Rescue mechanisms, volunteers, drills should be in place. The roads are in adequate to handle the increasing vehicle populations. , Commuters are caught unawares and lack of communications in this age of advanced means is not understandable. The plight of people , loss, death are tragic.Cloud bursts are unpredictable and the loss and damage is on astronomical scale with army and others called for rescue This more an exception that is beyond planning of safety measures
Rehabilitation is on a colossus scale ,draining National resources without learning a lesson of protective nature against recurring natural disasters in one state or other. Goa is also, but slowly being subjected to builders paradise with everyone trying to have a shelter in this land of sea, sunshine and fun destination. Fields and low lying areas being under unplanned, wantom development,. Regional plan deadlines are seen as deliberate and elastic. Builders lobby is seen as a milking cow that bolsters their election coffers and prospects. Even the newly constructed roads have no sensible drainage system, banking in an emergency in future. Our complacency is based on non experience taken for granted. Fortunately Goa has not faced immediate flooding situations as at present or in the past, but that is no guarantee for all times., Most of the water flows into net work of rivers through fields acting as buffers and finally empting into oceans. But the ways , outlets, fields acting as reservoirs are continuously blocked with mindless concerns for personal gains When people raise their voices, they are accused of colliding with NGO`s with ulterior motives, blocking all development efforts beneficial to the State .While we sympathize with those in the throes of flooding, extending monetary and material help, we must prepare Goa with preventive measures on a priority scale. Uprooting of trees, landslides, blocking of highways , rail traffic ,damage to residencies, vehicles, disruption and snapping of electric supply lines are a common feature in Goa, though they may not be loss of life and animals on a large scale Nelson Lopes Chinchinim
